How we look at it
You are a smart businessperson and you decide to stick an ad on a streetlamp so as all the passers-by can read about your business' services and products. There is a chance that someone stops and calls you. Maybe you are courageous enough so as to set the ads in a way that it shines whenever someone passes by so it catches his/her attention. No doubt that will get someone to stop and read it.
